Explanation

The bill requires the state to hold harmless and indemnify the Connecticut Airport Authority (CAA) and its directors and employees from liability related to title defects and contamination that existed on airport property before it was conveyed to CAA from the Department of Transportation (DOT).   To the extent that there is pre-existing contamination on the property, significant costs for remediation could be incurred by DOT for the recovery of these costs by CAA.  

House “A” strikes the underlying bill and its associated fiscal impact, and results in the impact described above.
