After the last section, add the following and renumber sections and internal references accordingly:

"Sec. 501. (NEW) (Effective from passage) Not later than December 31, 2011, the Department of Consumer Protection shall, within available appropriations, conduct a study of the three tier system of alcoholic beverage distribution in the state and shall determine whether existing law sufficiently protects the general public and whether such system results in reasonable alcoholic beverage consumer pricing compared to other states. Not later than December 31, 2011, said department shall submit a report with the results of such study, in accordance with the provisions of section 11-4a of the general statutes, to the joint standing committee of the General Assembly having cognizance of matters relating to alcoholic beverages. "
