AN ACT DIRECTING THE PROGRAM REVIEW AND INVESTIGATIONS COMMITTEE TO STUDY THE "ANTI-SPIKING" PROVISION UNDER THE STATE EMPLOYEES RETIREMENT ACT.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (Effective from passage) (a) The Legislative Program Review and Investigations Committee shall study the limitation imposed under section 5-162 of the general statutes on covered earnings for purposes of calculating state employee retirement income. The study shall consider whether such limitation should be changed from one hundred thirty per cent of the average of the two previous years' covered earnings to another percentage of such earnings and any other factor relevant to the continued reliance on such limitation.

(b) Not later than February 1, 2012, said committee shall submit a report of its findings and recommendations with respect to the study specified in subsection (a) of this section to the General Assembly, in accordance with section 11-4a of the general statutes.

This act shall take effect as follows and shall amend the following sections:
