AN ACT CONCERNING THE SCHOOL ENTRANCE AGE.
The fiscal impact included in file copy 77 assumed 1,600 children would be required to begin school a year earlier. Based on revised information, fewer than 50 seven year olds, statewide, would be impacted by this change. The marginal cost of $3,000 to $4,000 ($150,000 to $200,000 statewide) will impact fewer than twenty-five municipalities.
There is still a cost to the state associated with the additional kindergarteners. The average per student cost under the Education Cost Sharing (ECS) grant is $3,450. An additional 50 students would result in an additional cost of approximately $172,500 to SDE and a corresponding revenue gain to the municipalities with an increasing number of kindergarteners. However, currently ECS is capped so the result would be a redistribution of dollars. To the extent that ECS was uncapped an additional cost would be incurred.
