REASONS FOR BILL:

This bill adds public defenders to the list of people whose records are not available under Freedom of Information.

RESPONSE FROM ADMINISTRATION/AGENCY:

Colleen M. Murphy, Executive Director and General Counsel, Freedom of Information Commission: Opposes the bill because the protections afforded to the Public Defenders office would be overly broad and stifle transparency. They also note that the attorney/client communications are already exempted from Freedom of Information inquiries.

Deborah Del Prete Sullivan, Legal Counsel, Executive Assistant Public Defender, Office of the Chief Public Defender: “ The Office of the Chief public Defender respectfully requests that this legislation be supported and thanks the Committee for raising this bill for a public hearing.

Michelle Cruz, Victim Advocate, State of Connecticut: Supports the bill because the protections that are proposed in the bill will go a long way to shield victim's families from harmful public disclosures.
