REASONS FOR BILL:

The Appropriations Committee adopted substitute language that limits the insurance coverage to clinical trials for cancer, multiple sclerosis, Parkinson's disease, ALS, AIDS and muscular dystrophy. The underlying bill had called for coverage for “disabling, progressive, or life-threatening medical conditions”. This will narrow the scope and costs of the program.
