Department of Public Safety: Annual Cost of Patrol Boat |
You asked for the annualized cost to the state pertaining to the Department of Public Safety's Patrol Boat.
The total cost attributable to the Department Public Safety Patrol Boat is estimated to range from approximately $ 39,350 to $ 103,100 annually. The estimate will depend on the number of overtime hours worked by other Troopers to cover the Patrol Boat Troopers while away from their regular duties.
Trooper Staffing Costs:
In the six months of operation in 2009, twenty-three missions were completed including eleven emergency deployments and twelve training missions for a total of ninety hours of boat usage. Ten Troopers were trained to operate the boat. These Troopers work in their normal duties unless called to the boat for emergency deployments. They also train in one 8-hour session per month to maintain boat proficiency and clean the boat upon return from missions.
Based upon this information, it is estimated that the boat would be in use approximately 180 hours annually to train and conduct emergency missions. The total hours worked by the ten Troopers on the boat are estimated to be 1,275 hours, including 264 hours of emergency deployment, 960 hours of training, and 51 hours of cleaning. The potential overtime cost generated by the need to replace the Boat Troopers could reach up to $ 63,750 annually. 1
Operational Costs:
The total operation costs for the boat are estimated to be $ 39,345 annually from the following sources:
(1) Maintenance/Insurance: $ 29,395 annually.
a. These costs include insurance coverage from The Hartford Insurance Company and maintenance needs such as oil/filter changes, changing zinc plates, and painting the bottom of the vessel.
(2) Fuel: $ 9,950 annually.
a. As the boat uses 18 gallons per hour and assuming 180 hours in annual usage, fuel costs would be approximately $ 9,950. 2
(3) Docking/Storage: $ 0 annually.
a. There is no cost for docking or storing the boat as these services are provided by the U. S. Coast Guard at no cost to the state.
