The amendment transfers $6 million from the Citizens' Election Fund account to the Nutrition Assistance account within the Department of Social Services and eliminates the bill's increase (from $3 million to $6 million) to grants for gubernatorial candidates in the general election.

It is uncertain how many gubernatorial candidates would qualify to receive a grant for the 2010 general election. The FY 11 savings under the amendment's reduction to the grant amount therefore ranges from $0 to $6 million. To the extent that these savings are less than $6 million, the amendment would result in a one-time cost to the CEF.

In subsequent fiscal years, the amendment could yield significant savings to the CEF by decreasing the potential grants for gubernatorial candidates in general elections.
