Explanation

Section 501 of the amendment delays, from FY 11 to FY 12, the law limiting out-of-school suspensions, which may have resulted in school districts having to provide alternative in-school programs that are not currently utilized. This delays the need for a potential increase in staff, which most likely would have been minimal, although larger school districts with numerous suspensions may have seen costs which could have been considered significant.

Section 502 requires the Commissioner of Education to analyze the cost to local and regional school districts of in-school suspensions, and is not anticipated to result in an additional cost.
