The amendment reduces revenue gain for both the state and municipalities by eliminating the additional $500 penalty to any driver who commits a moving violation that results in an accident while engaged in an activity not related to the operation of the motor vehicle. It is anticipated that the number of accidents under these circumstances would be minimal and therefore the potential revenue loss is estimated to be minimal.
Under the bill and amendment, municipalities would receive 25% of the revenue gained from each summons they issue for a violation pertaining to the provisions of the bill. The reduction in revenue gain would therefore be split by 25% for municipalities and 75% for the state.
