Explanation

The bill establishes the Connecticut Energy and Technology Authority (CETA), which will replace the Public Utilities Control Authority. It establishes two divisions within CETA – the Division of Public Utility Control (DPUC) (currently the Department of Public Utility Control) and the Division of Research, Energy and Technology (DRET). There are 3 bureaus within the DRET. It is unclear from the bill the extent of staff necessary for the new Division or how the Division will be funded.

The bill requires the Connecticut Academy of Science and Engineering to conduct a study regarding electricity and other energy and technology matters within the division. The bill is unclear regarding funding for this study.

The bill also establishes a working group that will develop a plan for the implementation of organization and structural changes related to the establishment of CETA, DPUC and DRET. There is no related fiscal impact.
