Explanation

The bill would require towns to allow for Election Day registration for all municipal primaries held in 2011. Each town must select a location to hold registration. This is expected to result in a cost of less than $5,000 to the towns that have municipal primaries in 2011. These primaries can occur in March (5 towns) or August (164 towns), dependent on when the town holds their municipal elections. These costs are associated with having a computer onsite with access to the state-wide centralized voter registration system and any personnel who must be trained to use the system and be onsite the day of the election.

The bill requires the Secretary of the State (SOTS) to implement this pilot program. In doing so, the SOTS would incur additional costs for printing, distribution, and a post election survey and report. These costs are expected to be approximately $40,000 for the 2011 municipal primaries.
