After the last section, add the following and renumber sections and internal references accordingly:

"Sec. 501. Section 14-111e of the general statutes is amended by adding subsection (c) as follows (Effective October 1, 2009):

(NEW) (c) (1) The Commissioner of Motor Vehicles shall suspend the motor vehicle operator's license or nonresident operating privilege of any person under eighteen years of age who is convicted of a violation of subsection (c) of section 21a-279, as amended by this act, for a period of thirty days.

(2) The Commissioner of Motor Vehicles shall not issue a new operator's license under section 14-36 to any person under eighteen years of age who has not been issued a motor vehicle operator's license under said section and who has been convicted of a violation of subsection (c) of section 21a-279, as amended by this act, until a period of one hundred fifty days has elapsed from the date all applicable requirements for such license have been satisfied by the applicant. "
