Explanation

The amendment's expansion of coverage for prosthetics to include medically-necessary microprocessor-equipped devices is not anticipated to impact the state employee and retiree health plan until after the plan is renewed on July 1, 2011. It is anticipated the amendment's FY 12 cost to the state health plan could be significant.

The amendment should significantly increase the fiscal impact to municipalities that have fully insured health plans and do not currently offer the mandated coverage of microprocessor-equipped prosthetic devices.  The amendment's coverage requirements would increase premium costs when municipalities enter into new contracts for health insurance on or after January 1, 2010. Due to federal law, municipalities with self-insured health plans are exempt from state health insurance benefit mandates.
