Explanation

The amendment permits the Governor or the Secretary of the Office of Policy and Management to delay the implementation of the bill's requirements for noncarbonated beverage containers until January 1, 2010 instead of October 1, 2009. This would result in a revenue loss of approximately $4.3 million in FY 10 if the program was delayed by an additional three months.
