Explanation

The amendment strikes sections 2 to 11, inclusive, of the underlying bill. As the eliminated sections relate to pooling of the state employee and retiree health plan, the amendment eliminates the potential savings for participating municipalities, non-state public employers, non-profit employers, and small employers. The amendment eliminates any potential risk which may have resulted from having such groups join the state health plan and altering the pool's claims experience. To the degree that the underlying bill may have resulted in these groups shifting their participation in fully-insured health plans to procure coverage under Connecticut General Statute 5-259(i) , the amendment eliminates any potential revenue loss to the Insurance Premiums Tax.
