REDUCES SAVINGS IN THE BILL; SIGNIFICANT COST
The amendment preserves the penalty of death that may be imposed on any inmate convicted of murdering a correctional officer, and establishes the penalty of death or life imprisonment without the possibility of release for any inmate convicted of murdering any other person (including inmates and visitors) in a correctional facility.
Preserving the death penalty for certain offenders reduces the significant state savings under the bill. Expanding the penalty of death and life imprisonment without the possibility of release would result in significant state costs associated with litigation, incarceration and execution.
