REASONS FOR BILL:

This bill will help employers with 100 or more employees who pay unemployment compensation taxes, or make payments in lieu of taxes, to make such payment electronically.

Substitute Language:

Move the effective date of the bill to January 1, 2010

RESPONSE FROM ADMINISTRATION/AGENCY:

Connecticut Department of Labor- John McCarthy- Move effective date forward- CTDOL believes that this bill would have limited effects, but those will be useful and asks the effective date be moved earlier than the proposed for October 1, 2009.

NATURE AND SOURCES OF SUPPORT:

CBIA- Kia Murrell- The efficiency that could be granted to employers by filing unemployment electronically will not only save hours for administration but also get funds to recipients sooner.
