A bill proposing established deadlines for the processing of municipal land use permit applications.

We support HB 5861 as it allows for the timely processing of permit applications issued to municipalities. We believe another way to address this situation is to assign a “municipal ombudsman” in each state agency to coordinate and interact directly with local governments. This would increase efficiency in economic development and reduce administrative costs to cities and towns.

The processing time for permit applications has always been problematic for our members. We support HB 5861 and further propose that deadlines be instituted on private applications as well. We believe that private applicants deserve the same consideration and benefit as afforded to municipalities. Our concern is if a permitting timeline is adopted for municipalities, state agencies would tend to service those applications first, in order to abide by the new deadlines, thus further delaying private applications.
