REASONS FOR BILL:

The bill authorizes professional licensed engineers to certify that economic development projects comply with applicable state permitting requirements. The bill defines professional engineers for certifying permitting compliance. The bill also established range of projects eligible that can be certified by professional licensed engineers.

NATURE AND SOURCES OF OPPOSITION:

Paul Brady, Executive Director, American Council of Engineering Companies of Connecticut

Mr. Brady testified in opposition of the bill stating the ACEC fails to understand the need for this legislation and our new members currently are able and more than willing to support the needs of DECD. They suggested they work together with the committee to develop a manageable solution that fosters economic development.

The Connecticut Society of Civil Engineers

CSCE opposes the bill due to their serious concerns that the requirements proposed in the Bill erode and diminish the standards and qualifications held by licensed Professional Engineers in the State of Connecticut. They continued saying the standards for licensure as a Professional Engineer ensures the health, safety, and interests of the public. The concluded stating diminishing these standards will ultimately put the public at risk.
