INMATES UNDER AGE 18 AT YORK CORRECTIONAL INSTITUTION

You asked about the number of inmates under age 18 held at the York Correctional Institution, whether they are held separately from the adult inmates, whether they have any interaction with the adult inmates, and whether there are programs available to them.

SUMMARY

The Department of Correction (DOC) provided all of the information in this report. There were 1,293 inmates at the York Correctional Institution on November 21, 2008. Of these inmates, 11 or 1.4% were under age 18.

Youths admitted to York spend three days in the mental health unit for assessment, where they are housed separately from adults in two-person cells. Female offenders under age 18 are housed separately from the rest of the offender population in housing unit 2 North Tier F, which accommodates two offenders per cell.

The under 18 population attends school, eats meals, and moves about the compound with adult offenders always under staff supervision. They eat in a separate area of the dining hall and staff ensures there is no intermingling. They also attend religious services with adult offenders. On school days, Monday through Friday, they have a separate dining hall.

There are a number of programs for inmates under age 18 available at York. These include education, vocational, health, and anger management programs; mental health counseling; book clubs; and yoga.

On November 21, 2008, there were 1,293 inmates at the York Correctional Institution. Of these inmates, 11 or 1.4% were under age 18. Table 1 displays the age of inmates at York on November 21, 2008 and their status.

PROGRAMS FOR INMATES UNDER AGE 18

There are a number of age-appropriate programs for inmates under age 18 at York. These programs include:

1. Girl's Circle™;

2. young women's health;

3. community meeting;

4. healthy relationships;

5. education and vocational education;

6. book club (age appropriate reading materials);

7. anger management;

8. 1:1 counseling with mental health staff;

9. skill building;

10. leadership, excellence, achievement, and development;

11. age appropriate movies;

12. yoga;

13. art therapy; and

14. weekly interdisciplinary team meetings.
