SOUTHBURY TRAINING SCHOOL

By: Saul Spigel, Chief Analyst

You asked for (1) the number of clients living at Southbury Training School (STS) and their disability level, (2) the staff-to-resident ratio at STS for the past 10 years, and (3) summaries of recent bills to close STS and their outcome.

CLIENTS

Four hundred ninety one (491) people currently live at STS according to the Department of Developmental Services (DDS). Most residents, as Table 1 shows, have profound retardation.

STS CLOSING LEGISLATION

We could find no legislation proposed since 2000 to close STS, but five bills were proposed during this period addressing the school's declining population, one of which dealt with any potential sale of the property. Table 3 lists these bills and their disposition.
