Group Homes and Corrections Residential Facilities

You asked for a follow-up report to OLR Report 2007-R-0673 listing residential facilities used by the Department of Correction (DOC) and Court Support Services Division (CSSD) not included in that report.

OLR Report 2007-R-0673 provides a town-by-town list of all state agencies’ group homes located in single family residences.  The departments of Developmental Services (DDS, formerly the Department of Mental Retardation), Mental Health and Addiction Services (DMHAS), and Children and Families (DCF) and the Judicial Branch’s Court Support Services Division (CSSD) operate or fund 882 group residences in single family homes and condominiums.  These homes’ total capacity is 4,200 (3,659 is for DDS clients); 4,011 slots were occupied at the time of our survey.  DDS has the largest number of residences and in the most places—792 in 141 towns.  DCF has 46 residences in 32 towns, DMHAS has 28 in 19 towns, and CSSD has 16 in nine towns. 

 

OLR Report 2007-R-0673 did not include (1) larger CSSD facilities or (2) DOC residential facilities because, according to its chief financial officer, none were single family residences.  This report lists those facilities.  DOC has 48 sites in 14 different towns for a total of 1,209 beds.  CSSD has 21 programs in nine different towns in these larger facilities for a total of 579 beds.  Of the 579 CSSD beds, 488 were filled on August 31, 2007.


 

DOC Residential Facilities

 

Table 1 below lists residential facilities used by DOC in FY 07.  This includes 48 sites in 14 different towns.  Including 15 beds provided by CSSD to DOC statewide for parole and alternative incarceration, the DOC list totals 1,209 beds.
