You asked for a brief summary of bills the Select Committee on Aging favorably reported to the Finance Committee.

SB 5, AN ACT CONCERNING A DEDUCTION FROM THE PERSONAL INCOME TAX FOR THE SALE OF SECURITIES TO PAY FOR LONG-TERM CARE SERVICES

This bill allows taxpayers to deduct the proceeds from the sale of stocks or bonds from their state income tax if the proceeds are used to pay for nursing care for a spouse in either a nursing home or home setting.

Effective Date: July 1, 2008 and applicable to tax years starting on or after January 1, 2009

HB 5022, AN ACT AUTHORIZING BONDS OF THE STATE FOR IMPROVEMENTS AND CONSTRUCTION OF ELDERLY HOUSING

This bill authorizes up to $21 million in bonds for the Department of Economic and Community Development to use for a grant to the Enfield Housing Authority to renovate and add new elderly housing units at Enfield Manor.

Effective Date: July 1, 2008

HB 5170, AN ACT AUTHORIZING BONDS OF THE STATE FOR A BUS FOR THE GUILFORD HOUSING AUTHORITY

This bill authorizes up to $55,000 in bonds for the Office of Policy and Management to use for a grant to the Guilford Housing Authority for a bus to transport the elderly and disabled residents of Guilford Court, Boston Terrace, and Sachem Hollow.

Effective Date: July 1, 2008

HB 5171, AN ACT REPEALING THE SALES TAX ON LANDSCAPING SERVICES FOR SENIOR CITIZENS

This bill removes the sales tax on landscaping and horticulture services for people age 65 and older.

Effective Date: October 1, 2008, and applicable to sales occurring on or after that date.
