STATES WITH SINGLE MEDICAID WAIVERS FOR HOME AND COMMUNITY-BASED SERVICES | ||

You asked whether any states have Medicaid home- and community-based service (Section 1915(c)) waivers that jointly cover elderly and disabled residents, as opposed to having separate waivers for these populations, as Connecticut does.
According to the federal Centers for Medicare and Medicaid Services (CMS), it appears that 31 states use single Medicaid 1915(c) waivers to provide home- and community-based services to both their elderly and disabled, younger adult populations. Vermont also offers home- and community-based services to both populations but it uses a Medicaid 1115 waiver to do so.
Table 1 lists the states offering combined waivers.
