Explanation

The amendment requires local and regional boards of education (and state technical high schools) to provide and maintain at least one automatic external defibrillator (AED) at any high school under the jurisdiction of the board. Additionally, each high school must ensure that at least one licensed athletic trainer be on the premises during hours of operation.

The additional requirements could result in a significant cost to local and regional boards of education. It is unknown how many high schools currently have on AED1, however, it is estimated that the average cost of purchasing one is approximately $1, 800 (per unit) . Additionally, it is unknown how many high schools currently employ a licensed athletic trainer, or how many would require a full-time trainer. If a high school were to hire an athletic trainer, it is estimated that the annual average salary is approximately $60, 000.

Additionally, the amendment requires local and regional boards of education to implement several other policies, which are not anticipated to result in a fiscal impact.
