Explanation

The amendment strikes the bill and thus eliminates the potential cost to the Agricultural Experiment Station discussed in the original fiscal note.

It instead requires the Department of Public Health (DPH) to conduct, within available appropriations, a study of the toxicity of artificial turf athletic fields, and report on the same by 9/1/09. The department would incur a one-time cost of approximately $100, 000 to complete this study. No funding has been included under the DPH's budget within sHB 5021, as favorably reported, for this purpose.

Restricting the study to be done within available appropriations will likely result in one of four outcomes: (1) DPH will proceed with the study, and will require a deficiency appropriation during FY 09; (2) DPH will delay the study pending the approval of additional appropriations to meet this mandate in future fiscal years; (3) DPH will shift administrative resources from other department priorities, thereby impacting existing departmental programs; or (4) DPH will not conduct the study.
