The amendment strikes the underlying bill and its associated fiscal impact.
It requires the Department of Environmental Protection (DEP) , in consultation with the Department of Public Health (DPH) , and the Connecticut Agricultural Experiment Station (CAES) , within available appropriations, to partially or wholly conduct a study concerning the toxicity of artificial turf athletic fields. DEP may also contract with an individual, firm, or corporation to perform the study. This could result in a cost of $200, 000 in FY 09 to DEP for contracting with an entity to perform the study.
To the extent that DEP, in consultation with DPH and CAES, is required to conduct a study within available appropriations, it would likely result in one of three outcomes: (1) DEP would proceed with the study, and would require a deficiency appropriation during FY 09; (2) DEP would shift administrative resources from other department priorities, thereby impacting existing departmental programs; or (3) DEP would not perform the study.
