Explanation

This amendment eliminates a provision in the underlying bill that removed the requirement that an individual had to be uninsured for six months before becoming eligible for the Charter Oak Plan. This change would reduce enrollment and associated state cost for the subsidized portion of the program. The amendment also limits the underlying rights to external appeal and insurance licensure requirements, which will also reduce the costs in the bill. The extent of these reduced costs is not known.

This amendment also eliminates the section of the underlying bill that required the Comptroller to contract with an independent actuary for analysis of the Charter Oak Plan. As such, it eliminates the $150, 000 annual costs associated with this function in the underlying bill.
