There is no fiscal impact to the Department of Environmental Protection or the Office of Policy and Management to issue a report, as required under the amendment.
The requirement that the Department of Transportation (DOT) shall continue to investigate potential improvements to the state's transportation system especially within the public transit arena that will promote the reduction of greenhouse gas emissions, and coordinate with other states in New England and New York on regional strategies to make greenhouse gas emission reduction a goal in regional transportation planning within available appropriations will likely result in one of three outcomes: (1) DOT will proceed with the continue the investigation and planning, and will require a deficiency appropriation during FY 09; (2) DOT will delay the investigation and planning pending the approval of additional appropriations to meet this mandate in future fiscal years; or (3) DOT will shift administrative resources from other department priorities, thereby impacting existing departmental programs.
