AN ACT ESTABLISHING THE CONNECTICUT HEALTHCARE PARTNERSHIP.

AMENDMENT

LCO No.: 5263

File Copy No.: 731

House Calendar No.: 288

Senate Calendar No.: 480

OFA Fiscal Note

See Below

The amendment strikes the underlying bill and has the effect of limiting the participation in the state employee health plan provided for in the underlying bill to three municipalities for a two year interval.

This amendment is anticipated to reduce the state administrative costs related to expansion of the state health plan provided for in the bill. It is anticipated that the comptroller could establish the pilot program provided for in the amendment for under $5, 000 for necessary actuarial services.

Any additional participants able to join the existing state employee health plan could potentially impact the existing pool. The cost of the state employee health plans is based upon the demographics and claims experience of the existing composition of state employees and retirees. To the extent that any additional covered lives impact the loss ratio of the plans, a resulting impact may be experienced on the plans' costs to the state.

The preceding Fiscal Impact statement is prepared for the benefit of the members of the General Assembly, solely for the purposes of information, summarization and explanation and does not represent the intent of the General Assembly or either chamber thereof for any purpose.
