The amendment adds uninsured veterans to the groups eligible for coverage in the state employee health plans. There are approximately 300, 000 veterans in the state and available studies indicate that between 8% to 12% may be uninsured. Based on this information, there are likely 24, 000 – 36, 000 uninsured veterans in the state. It is anticipated that some of the uninsured veterans may be employed by small employers and could potentially be covered by the underlying bill.

While the number of uninsured veterans who may participate in the state health plan as a result of the amendment is not known, the addition of individuals without an employer may increase administrative costs to the comptroller that cannot be determined at this time.
