Explanation

The amendment's increase in the percentage necessary in a budget reserve fund from 5% to 6% needed to maintain fiscal solvency for consideration in school district binding arbitration proceedings and its extension to municipal employee arbitration proceedings results in a potential saving to municipalities and local and regional school districts. As fiscal solvency is only one consideration and other economic issues impact eventual awards no exact savings can be determined.

There is a potential savings to various state agencies due to the reimbursement nature of some grant programs, which are based on local expenditures. Since the local savings cannot be determined the potential state savings also cannot be determined.
