Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (NEW) (Effective July 1, 2008) For the 2008-2009 school year, and each school year thereafter, each local and regional board of education shall, not later than October first, provide informational materials concerning meningococcal meningitis to the parents or guardians of all children enrolled in secondary schools under the auspices of such boards of education. Such informational materials shall be developed in collaboration with the Department of Public Health and shall include, but not be limited to, information related to the causes, symptoms and spread of meningococcal meningitis and vaccination information that reflects the current recommendations from the United States Centers for Disease Control and Prevention. Nothing in this section shall be construed to require schools or the Department of Public Health to administer the meningococcal meningitis vaccine to students. The Commissioner of Public Health may adopt regulations, in accordance with the provisions of chapter 54 of the general statutes, to effectuate the provisions of this section.

Sec. 2. (NEW) (Effective July 1, 2008) The Department of Public Health shall establish a public information program for the distribution of materials, including, but not limited to, pamphlets, films and public service announcements, on shingles. Such program shall include outreach by the department to health care professionals who customarily treat individuals most at risk for contracting shingles. For purposes of this section, "shingles" means an acute infection caused by the herpes zoster virus.

This act shall take effect as follows and shall amend the following sections:

Statement of Purpose:

To require: (1) local and regional boards of education, in collaboration with the Department of Public Health, to develop informational materials on meningitis that shall be provided to secondary school students at the beginning of each school year and (2) require the Department of Public Health to establish a public information campaign on shingles.
