Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (NEW) (Effective from passage) The Commissioner of Environmental Protection, in consultation with the Commissioner of Public Health, shall develop a comprehensive program to reduce the incidence of Lyme disease in the state. The program shall include, but not be limited to, maintaining deer populations at manageable levels, increasing public awareness of the causes and prevention of Lyme disease, and assistance to municipalities in high Lyme disease incidence areas.

This act shall take effect as follows and shall amend the following sections:
