Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (NEW) (Effective October 1, 2008) Within available funds, the Commissioner of Public Health shall establish a program of grants and loans for the establishment of community residences, as defined in section 19a-507a of the general statutes. Under the program, the Department of Public Health shall provide funding. An entity may apply for funding pursuant to this section, at such time and in such manner as the commissioner prescribes for the purchase of foreclosed residential properties to be used as community residences. The commissioner shall adopt regulations in accordance with chapter 54 of the general statutes to implement the provisions of this section.

This act shall take effect as follows and shall amend the following sections:

To establish a program of grants and loans to community residential facilities to purchase foreclosed residential properties for use as community residential facilities.
