REASONS FOR BILL:

In light of the tragedy at Virginia Tech and the recent series of shootings at campuses across the country, there must be a study that recommends and disseminates a uniform written protocol for the constituent units of higher education.

RESPONSE FROM ADMINISTRATION/AGENCY:

Joseph M. Dooley, chief of the Southern Connecticut State University (SCSU) Police testified on behalf of SCSU and the Connecticut State University System (CSUS), in support of the bill. He stated that it is important to note that each campus within the CSUS must have a comprehensive emergency management plan, which will vary depending on the geographical setting of the university. The protocols for each situation may be handled differently at each location, due to variations in building and campus design. The chiefs of police of the four universities have been meeting on a regular basis to collaborate on safety and security at each campus. He is confident that emergency management plans will continue to be reviewed and refined at colleges and universities across the state. He also stated that there is tremendous level of cooperation among law enforcement officials throughout the state.
