REASONS FOR BILL:

The reason for this bill is to modify the allocation of ECS grant increases so that more dollars go directly to school systems for the purpose of education. The minimum amount of new ECS dollars going toward education would rise from 15% to 50%, while the maximum would increase from 65% to 80%; for districts identified as needing improvement, the ECS grant increase allocation percentage would go from 80% to 100%. The bill also includes a technical fix for a school district that had been adversely affected by a formula change in calculating total need students, and lessens this impact. Additionally, the bill eliminates the provision that students enrolled in interdistrict magnet schools be discounted from a district's calculation of total need students, so as to guarantee that districts are not penalized for having students participate in this program.

Substitute Language:

The substitute language strikes all content from the original SB 404 (AAC The Bilingual Educator Certificate Pilot Program) and replaces it with fully new language.
