REASONS FOR BILL:

This bill reflects the increasingly important role of Regional Education Service Centers and streamlines the process by which the Department of Education may contract with a RESC.

Substitute Language:

The substitute language deletes the original content and replaces it with a provision that allows the Commissioner of Education to directly allocate funds to a RESC, notwithstanding existing state procurement laws but within procedures prescribed by the Commissioner.
