REASONS FOR BILL:

Giving municipalities the information they need to plan for fluctuations in their PILOT funds by requiring telecommunications companies to report their inventory of personal property by October 1st of each year; and allowing municipalities to audit the personal property declarations sent to the state by the telecommunications companies.

NATURE AND SOURCES OF SUPPORT:

The CT Conference of Municipalities (CCM) and AT&T support this bill. CCM supports this bill because municipalities are victims of great fluctuations in the amounts of revenue they receive for telecommunications equipment because equipment goes off and on the reports to the State without the towns being aware of it until late in the budget process. AT&T supports the bill because it clarifies that a taxpayer would not be delinquent in filing a declaration of property so long as the declaration bears a postmark by the required declaration date and they understand that municipalities would like access to the company's tax information in a timelier manner to allow better planning and budgeting.
