After the last section, add the following and renumber sections and internal references accordingly:

"Sec. 501. (NEW) (Effective October 1, 2007) (a) A scrap metal processor, as defined in section 14-67w of the general statutes, shall not purchase new commercial copper scrap, copper gutters of good quality or copper tubing over twenty-four inches in length from an individual unless such individual first establishes his or her identity by producing a motor vehicle operator's license or other official form of identification. The provisions of this section shall not apply to the purchase of such copper products from an individual that utilizes such copper products in the course of such individual's regular business.

(b) A scrap metal processor that violates the provisions of this section shall be fined two hundred fifty dollars. "
