Explanation

Passage of this amendment would require the Office of Fiscal Analysis to prepare racial-ethnic impact statements on bills affecting the criminal justice system and the general public.

Since the Office of Fiscal Analysis currently examines fiscal rather than social aspects of bills, passage of this amendment could result in additional costs of up to $190, 000 plus fringe benefits in the first year, assuming three-quarter year implementation. First year costs include the establishment of a unit consisting of up to three analysts, associated equipment, training and the possible need to hire outside experts to identify and develop evaluation criteria. The additional staff could include a supervisor, an attorney and a fiscal analyst with a sociological background. Ongoing costs for the additional staff could approximate $225, 000 plus fringe benefits on an annualized basis.
