Explanation

The amendment could result in an additional cost to the various criminal justice agencies by making it a class D felony for any person to perform a partial birth abortion as outlined in the amendment. Although the exact number of criminal cases that will result from the bill is unknown, it is anticipated that any additional cases introduced into the criminal justice system can be absorbed within the current budget and caseload management structure of the criminal justice system. Any revenue incurred from fines resulting from the bill is also anticipated to be minimal.

It should be noted that in the short term any increase in the number of cases resulting from the bill could be absorbed within the existing caseload structures of the criminal justice system. Over time, however, additional caseload pressures can lead to the need for additional criminal justice resources.
