Explanation

Section 501 of the amendment requires the state to own and operate all airports in the state, including Sikorsky Memorial Airport (SMA) in Stratford.

The fiscal impact for the state to own and operate all airports in the state cannot be determined at this time but is expected to be significant.

With respect to SMA, the fiscal impact to the state to own and operate the facility will result in a cost to the Special Transportation Fund (STF) and a revenue gain. Based on information from the City of Bridgeport which currently owns SMA, the projected cost to operate the facility in FY 08 is approximately $1.1 million and it is expected to earn about $1.0 in revenue from parking and car rental fees, hanger rentals rent and a variety of other sources.

Section 502 requires the state to make the following changes associated with SMA:

1. Establish a weigh station in Stratford and extend all paved runways by 1, 200 ft. It is expected that these capital improvements will be paid for with Special Tax Obligation (STO) bonds. This will result in a debt service cost to the Special Transportation Fund (STF) . The amount is unknown at this time but is expected to be significant.

2. Create a “duty free” area. The state fiscal impact of this requirement cannot be determined because such facilities fall under the purview of the federal government.

3. Develop (a) terminal and freight businesses and (b) air freight mail service. The cost to the state cannot be determined at this time.

4. Establish a task force to create and implement a transportation security plan and a Sikorsky Memorial Airport Development Authority. The cost of these requirements cannot be determined because the language does not specify who will be on the task force.
