REASONS FOR BILL:

Substitute language changes Section 2(a) of the bill which originally was written as:

“Such emergency plan of operations shall not be approved by the commissioner unless it provides for the evacuation of pets and service animals of disabled individuals in case of a major disaster or emergency.”

to read:

“Such emergency plan of operations shall not be approved by the commissioner unless it conforms with Section 1.” which clarifies that the bill applies to ALL pets, not just those of disabled individuals.
