OLR Bill Analysis
AN ACT CONTROLLING THE SALE OF METHAMPHETAMINE.
This bill restricts the retail sale and purchase of drug products that could be used to manufacture methamphetamine. It requires anyone selling at retail any drug product or combination of such products containing ephedrine, pseudoephedrine, or phenylpropanolamine, or their salts, isomers, or salts of isomers to :
1. store these drug products in a place inaccessible to consumers (behind the counter) and
2. require consumers to request and purchase the products at the counter.
The bill prohibits a person from buying, receiving, or otherwise obtaining more than nine grams (basically three packages) of any drug product or combination containing the substances noted above within any 30-day period.
EFFECTIVE DATE: October 1, 2006
BACKGROUND
Methamphetamine Precursors
Methamphetamine precursors, the main ingredients in cooking methamphetamine, are pseudoephedrine (or ephedrine or phenylpropanolamine ). Pseudoephedrine is a drug commonly found in over-the-counter cold medicines.
