AN ACT CONCERNING LAND PRESERVATION.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (Effective July 1, 2006) The sum of fifteen million dollars is appropriated to the Department of Environmental Protection, from the General Fund, for the fiscal year ending June 30, 2007, for the department to establish and administer a program of grants to municipalities for brownfield restoration and remediation in distressed communities, as defined in section 32-9p of the general statutes, that targets properties that were contaminated by the current owner who was in compliance with any applicable environmental laws at the time of contamination or by the successor to an owner who was in compliance with any applicable environmental laws at the time of contamination. The department shall use not more than one million five hundred thousand dollars of said appropriation for administrative costs of awarding such grants.

Sec. 2. (Effective July 1, 2006) The sum of ten million dollars is appropriated to the Department of Environmental Protection, from the General Fund, for the fiscal year ending June 30, 2007, for the department to award grants to municipalities for the purchase of open space.

Sec. 3. (Effective July 1, 2006) The sum of five million dollars is appropriated to the Department of Environmental Protection, from the General Fund, for the fiscal year ending June 30, 2007, for the department to award grants to municipalities for urban park restoration and improvement, with a priority given to the restoration of sites having particular historical importance to landscape architecture. The department shall use not more than one hundred fifty thousand dollars of said appropriation for the design portion of such grants and not more than one hundred thousand of the appropriation for administrative costs of awarding the grants.

Sec. 4. (Effective July 1, 2006) The sum of thirty million dollars is appropriated to the Department of Agriculture, from the General Fund, for the fiscal year ending June 30, 2007, for the department to fund farmland preservation programs pursuant to chapter 422 of the general statutes. The department shall use not more than three million dollars of said appropriation for administrative costs related to said programs.

This act shall take effect as follows and shall amend the following sections:
