Eliminates Potential Cost in Bill, Potential Savings
This amendment eliminates the underlying bill and its associated potential cost for state and municipal employee health benefit programs.
The amendment further establishes a program within the Department of Social Services (DSS) to fund infertility treatment for Connecticut residents. This program will provide medically necessary coverage for the diagnosis and treatment of infertility, and appears to be open to any state resident who applies to DSS for the program. The amendment allows DSS to establish certain limits to this coverage. This initiative will result in additional costs to the state as the department currently does not offer such services. Given the open eligibility and the high cost of infertility treatments (in-vitro fertilization alone can cost $10, 000 to $12, 000 per cycle) , the cost to DSS for this new program is substantial (likely in excess of $100 million annually) . Additionally, DSS will need significant administrative resources to establish and operate the program.
To the extent that any municipal health plans currently offer infertility treatment, a savings to the municipalities may result as DSS would likely assume some if not all of the cost for infertility treatments.
