The amendment requires the Judicial Department to conduct a demonstration project in one or two courts to exercise jurisdiction over cases involving youth in crisis or youthful offenders, provided the caseload of the project is not greater than 240. The annual cost estimate to implement the project is $1 million: including six Juvenile Probation Officer salaries, fringe benefits and other expenses, and various contracted treatment services.1
The amendment provides that the demonstration project shall be implemented within available resources. Since no funds have been included in the Appropriations Act (sHB 5003, as favorably reported by the Appropriations Committee) to cover the estimated cost of the demonstration project, the Judicial Department would either reallocate existing resources to comply with the amendment or defer implementation until such funds are made available.
