Special Act No. 03-4
AN ACT CONCERNING THE JAMES BLACKSTONE MEMORIAL LIBRARY ASSOCIATION, VALIDATION OF A REFERENDUM IN PLAINFIELD, AND REPEALING A PUBLIC HEALTH BOARD IN WOODBRIDGE.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
Section 1. Section 6 of number 84 of the special acts of 1893 is amended to read as follows (Effective from passage):
[Upon the death, resignation, or declination of any one of the persons named in the first section of this act, or any of their successors, the remaining members of the corporation shall select and appoint a suitable person, who shall be a resident of the town of Branford, to fill the vacancy caused by such death, resignation, or declination. ]
The by-laws adopted by the corporation pursuant to section 4 of number 84 of the special acts of 1893, as amended by number 78 of the special acts of 1959, may provide for a board of trustees. The by-laws may establish the number, terms, qualifications and manner of selection of trustees to serve on the board, provided all such trustees, other than ex-officio trustees, shall be residents of the town of Branford. The by-laws may provide for the filling of any vacancies that may occur on the board of trustees and may contain such other provisions with respect to the board as authorized under the laws of this state.
Sec. 2. (Effective from passage) Notwithstanding the provisions of section 2-14 of the general statutes or any other provision of the general statutes, special act, or the charter or any ordinance of the town of Plainfield, the vote cast by the electors and voters of the town of Plainfield at the referendum held on April 26, 2001, relating to an appropriation of funds for the design and construction of, and land and easement acquisition in connection with, the Moosup Pond area sewer project, and the authorization and issuance of bonds, notes and temporary notes and the acceptance of grants to defray said appropriation, otherwise valid except for the failure to properly publish notice of the special town meeting held April 19, 2001, which was adjourned to said referendum, is validated. All acts, votes and proceedings of the officers and officials of the town of Plainfield pertaining to or taken in reliance on said referendum, otherwise valid except for failure to properly publish notice of said special town meeting are validated and effective as of the date taken.
Sec. 3. (Effective from passage) Number 471 of the special acts of 1939 is repealed.
